本文探討我國行政運作、行政績效評估與公民參與相關構面之關係，測量的變項包含公務員素質、公務創新性、公務倫理、公民參與信心及公民積極參與等。本研究嘗試發展五種因果模式，透過結構化模式分析，發現因果模式五為最適模式，並據此檢驗所設立之假設。發現行政運作和行政績效評估及公民參與信心正向相關，公民參與信心和積極參與正向相關，但行政績效卻和積極參與負向相關，本文最後將嘗試進行矛盾關係之解釋。 This research examined the relationship between public sector operations, administrative performance and many aspects of citizen participation in Taiwan. The measure constructs included human quality of public servants, innovation adoption in public sector, public ethic, faith in citizen participation, active citizen participation. This research suggested five alternative models and used the statistical tool of tructural equation modeling to verify which one is the optimal model. The result showed that model 5 was the optimal one. We tested the proposed hypotheses in this research by the casual relations constructed at model 5, and we found that the active citizen participation was positively affected by faith in participation and it was negatively affected by administrative performance. This article finally tried to explain the paradoxical effect of administrative performance on active citizen participation.
