鑑於網際網路與數位科技的發展，大學圖書館近年採購許多電子資源，對於館藏建設與使用者服務形成新典範。美國研究圖書館學會統計，學術圖書館電子資源採購經費佔全部圖書館書刊總經費比例為51.46%，顯示其在館藏的重要性。近十年我們處在數位資訊環境，圖書館重視電子資源並積極收集使用統計，主要因為績效評鑑觀念推展；專業學會或政府機構要求呈報電子資源統計資料；學校要求圖書館證明電子資源的投資具有價值；以及圖書館面臨預算刪減難題。但是電子資源的使用統計及評鑑與傳統紙本館藏不同並更困難。許多圖書館採用資料庫使用統計作為評鑑工具，但統計數據多來自資料庫廠商提供，缺乏一致性，未必正確解釋使用情況，所以圖書館電子資源使用與評鑑受到重視。 本研究旨在從圖書館對大學教師的價值來探討圖書館電子資源的使用研究與績效評鑑，研究目的有七項：(1)探討圖書館電子資源對大學教師的價值與影響？(2)探討大學教師使用電子資源的需求與使用行為？(3)探討大學教師對圖書館電子資源的使用評價與滿意度？(4)探討圖書館電子資源的績效評鑑模式、構面與指標？(5)運用電子資源績效指標在微觀電子資源評鑑實施？(6)探討平衡計分卡運用在電子資源績效評鑑的理論與模式？(7)建構電子資源平衡計分卡評鑑的四構面與績效指標？本研究將包括三階段三年執行，第一年是從圖書館價值探討大學教師電子資源使用行為與網路使用調查研究，第二年是電子資源績效評鑑指標體系建構與個案研究，第三年建構平衡計分卡電子資源評鑑模式與指標體系。 As the Internet and digital technology rapidly flourishing, university libraries acquire a lot of electronic resources; a new model of digital collection development and user services has been shaped. According to statistics of the American Association of Research Libraries, the expenditure of electronic resources of academic libraries is the ratio of 51.46% of total materials funding in U.S., it shows that e-resources have been important than before. Being in the digital information environment, many libraries actively collect usage statistics of electronic resources, because the movement of performance evaluation popular; universities request reporting and proof of the value of electronic resources investment. However the use study and evaluation of electronic resources are different from traditional print collections with different ways. As the usage statistics are provided by database vendors, the lack of consistent definition and different interpretation of usage statistics make the evaluation of electronic resources more difficult. This study mainly discusses the use study and performance evaluation of electronic resources in university libraries from the perspective of library value to faculty and researchers. There are seven research purposes: as follows: (1) To explore the value and impact of electronic resources to university faculty and researchers to carrying out their tasks? (2) To explore the use needs and use behavior of university faculty and researchers using electronic resources? (3) To survey electronic resources usage, use satisfaction of using electronic resources of faculty and researchers? (4)To explore the performance indicators of electronic resources with evaluation models, dimensions, indicators and weight? (5) To carry out electronic resources performance evaluation based on above performance indicators with micro- evaluation of electronic resources?(6)To study how to introduce the Balanced Scorecard into performance evaluation of electronic resources? (7) To construct the Electronic Resources Balanced Scorecard evaluation with four dimensions, performance indicators, indicator score, and action plan? This study will be carried out with three stages for three years as following, the first stage for the use study of electronic resources of university faculty and researchers with perspective of library value; the second stage for performance evaluation indicators of e-resources construction and case study implementation; the third stage for building the electronic resources Balanced Scorecard performance evaluation model and indicators system.
