公共部門俸給政策的制訂常受到許多的限制，較不容易產生公平性，本文主旨就是從俸給公平性理論，觀察並討論我國行政機關的俸給政策問題。本文先簡要論述俸給可以有激勵工作動機的作用，再深入解釋俸給公平性理論的意涵，然後討論目前行政機關俸給政策的實施現況與問題所在，以及一般公務人員對俸給衡平性的察覺，最後從公平性角度闡述研究發現的意涵。 Justice in pay decision of the public sector, both theoretically and empirically, is the focus of this paper. This paper includes three main parts. The first part argues that pay can serve as an effective motivator depending upon where pay policy is desinged based on the just principle -substantive and procedural justice. The second part uses these theoretical justice criteria to evaluate pay policies and practices currently employed in the public sector. Implications of the findings are further discussed in the final part of this paper.
